Caregivers coming to Canada will now automatically receive permanent residency from the day they arrive. This was confirmed today by the Minister of Immigration. I am thrilled to announce the launch of new pilot programs granting immediate permanent residency to caregivers upon their arrival in Canada. This is unprecedented news during my years of living in Canada. 


With the Minister of Immigration confirming this, it raises questions about the motivations behind the policy. Could it be Canada’s response to the UK's immigration program for care workers and skilled workers? I’m uncertain, but for many, this is significant news. In the UK, getting a skilled worker visa and eventually permanent residency is a lengthy process, often taking years. Similarly, in Canada, it has been challenging for caregivers to secure permanent residency until now.


Thousands of caregivers have relocated to Canada, starting new lives and building communities, but they have faced numerous obstacles in obtaining permanent residency. Now, with caregivers receiving permanent residency upon arrival, questions arise about the process for internationally trained nurses and other foreign professionals like dentists and doctors who face significant barriers in credential recognition and residency applications.


In 2019, Canada introduced the Home Child Care Provider and Home Support Worker pilot programs, which have been successful. Since their launch, approximately 5,700 care workers have obtained permanent residency as of April 30, 2024. Building on this success, Canada is introducing a new and improved program for caregivers. The current pilot programs are set to expire on June 17, and details of the new program are anticipated to be released soon.


Minister of Immigration Mark Miller hinted that the new program could start as early as fall 2024, or by early 2025 at the latest. Four key requirements for the new caregiver program are as follows:


1. Education : A minimum of high school education is required, and credentials should be evaluated by institutions like World Education Services.

2. Language Proficiency : Applicants need to pass a language test, with the Canadian Language Benchmark (CLB) now reduced from 5 to 4.

3. Work Experience : Relevant and recent work experience as a caregiver is advantageous.

4. Job Offer : A valid job offer from a Canadian employer is necessary.


It's essential to be cautious of potential scams, as the announcement of this program may lead to an increase in fake job advertisements. Legitimate job opportunities can be found on trusted websites like Job Bank (jobbank.gc.ca).


Additionally, the new policy aims to provide automatic permanent residency for caregivers upon arrival. This suggests the program is targeting those not yet in Canada, potentially benefiting caregivers from countries like the Philippines, the UK, and the US, who are looking for better opportunities.


For those already in Canada working as caregivers without permanent residency, it remains unclear how they will be affected by the new program. The Minister mentioned efforts to address the backlog of current applications, indicating potential flexibility for those already in the system.
